Start off with a 350x350 picture
Then follow these steps:
filter > render > clouds

Then
Filter > Artistic > smudgeStick

Nice 'n' easy effect... Maybe add a little more darkness to the dark spots (well, depends on the cow, I guess)...

Yes two steps long, so it's really easy to do. I was going to invert the colors, but it did not quite turn out right, so you get a black cow with white spots That's much cooler anyways.
