You can make them any size, but they work well for avatars, besides, smiley central makes there smileys 100x100 usually.

I cant do "color overlay" i have photoshop elements 4.0 can anyone help me?

klick on the lasso tool and then right mouse klick you see free transform
or go to the "edit" button
or press "ctrl + T"
